AbstractThe case study examined the development of an overall education plan for the Trust Territory of the Pacific Islands. The methodology of multidisciplinary education planning through the use of general comparative analysis models of political, economic, and social development is explained: Almond and Powell's framework for the analysis of political systems, Ward H. Goodenough's paradigm of wants and needs of change agents and their clients, and Harbison and Myers' model for human resource development. Both the strengths and weaknesses of the methodology and the models alike are discussed: the validity of comparison, reliance on judgmental analysis, and the needs for precision propositions, cost analysis data, and educational research. The needs for political and economic development and social change are considered from two points of view: the definition of the goals, and the relationships within and between these systems and education that are necessary for goal attainment. The models were used to determine the relationships and to logically analyze their (models) applications to the conditions in this developing area. It is assumed that education is necessary for goal attainment: leadership development, manpower and economic development, and participation of the people in the decision-making processes. (SBE)
