Abstract | This ESEA Title III document synthesizes three reports from regional workshops held between September 1969 and January 1970. The topics concern issues discussed at these workshops. The first two papers, reflecting a consensus of workshop participants, indicate the essential conditions that should exist within State educational agencies to facilitate creative educational changes, and provide recommendations that State agencies can use to improve ESEA Title III programs. The third paper describes strategies for assessing educational needs in the cognitive, affective, and psychomotor domains. The document also includes presentations made by speakers at the various conferences and an evaluation based on questionnaires used before and after each conference. An appendix summarizes conference participation by State. (DE) |
