Abstract	The material included in this report describes a plan which the Center for Urban Education developed and which Research for Better Schools, Inc., submitted to the Harrisburg City School District Board. The major purpose of the report was to promote open discussion of educational excellence, racial balance, equity, stability, and economy at many levels in the School District including Board members, administrators, teachers, parents, community groups, and pupils, and plan for the systematic racial desegregation of the Harrisburg Public School system. The plan for desegregation entails two parts: (1) recommendations to be put into effect by September, 1970 -- the institution of two Early Childhood Centers, eight elementary schools generally clustered together to include grades 3-6, one intermediate school for grades 7-8, two comprehensive four -year high schools, and provision for special education; and (2) recommendations to be implemented between 1971 and 1974--construction of a unified Education Plaza for grades 3-8, reorganization of the elementary schools, creation of science, liberal arts, and humanities focuses in high schools, and development of college-high school cooperation.
