Abstract	The Federal Government has been providing financial aid to all levels of education through categorical rather than general aid. Categorical aid shifts decision power from State and local governments to the Federal level. In addition, it tends to be crisis oriented and short run. Such grants have been accepted by educational communities as a means of establishing a flow of Federal funds. However, the time has come to increase general aid, thus providing unearmarked funds that will lose their identity as Federal dollars when mixed with State and local funds. Such aid would allow establishment of sound Federal-State-local relationships in education. (DE)
