AbstractThis handbook provides a basis from which elementary school guidance and counseling programs may be developed in the state of Wyoming. The rationale for the creation of elementary school counseling programs lies in the knowledge that growth and development during the formative years of childhood and preadolescence are crucial for children to develop into fully functioning adults. The program should adhere to a developmental approach to working with youngsters and thus should: (1) be preventive in that assessment of needs should be an ongoing and evolving process with each child; (2) recognize the importance of the school, home, and social milieu for the child and operate across the breadth of these environments to provide necessary help; (3) enable the child to cope successfully with the demands of each developmental level; and (4) be an integral part of the educational process which is provided for all children. Based on these concepts the various facets of an elementary school guidance program are presented along with guidelines for the development and evaluation of a program. (Author/RSM)
