AbstractThis report describes a pioneering attempt to establish and quantify the transfer of military-acquired technical skills to civilian occupations. It provides a concrete demonstration of a method by which the military's non-defense contribution to the civilian economy can be estimated in money terms. Based on a sample of Japanese Air Self Defense officers who resigned or retired during 1954-1967, it uses a methodology of capitalization of earnings over an estimated remaining life-span of these individuals. The problem of separating the proportion of skills derived from military education as against civilian education is faced; and a method of segregation offered. Progressive extrapolations to the larger universes of all officers and enlisted men in Japan's military services are attempted under reasonable assumptions. Noting that the costs involved in military training are sunk costs, the report holds that continuing economic benefits have not been numerically established in the past and concludes that while further research and refinements may be required, it is feasible to estimate the benefits of these military by-products by quantitative economic methods.
