Abstract | Socioeconomic problems related to the current turmoil in the schools are often regional or national in scope. To effectively meet such problems as the rise of ghettos, the black revolution, and disaffection of the young, a revised system of educational governance is proposed, calling for a new relationship between political and educational forces and a more equitable partnership among local, State, and Federal educational authorities. As a consequence of the envisioned system, the power to establish educational policy would not be concentrated in the hands of any single authority and the governing of education would include the checks and balances needed to insure the protection of individual rights, the establishment and maintenance of meaningful educational standards, and the inclusion of a broader viewpoint in the formulation of educational policy.
