Abstract	Emphasis in this study is on improving concepts and theory in the area of the nonreturn of foreign students after study in the United States. Part 1 examines definitions and measurements currently used. The volume and correlates of nonreturn identified from a census by the Institute of International Education are analyzed and cross-national comparisons of intended nonreturn are presented. Part 2 sets study abroad and nonreturn in the contexts of evaluating functional investment alternatives and of human resource migration in terms of a relevant concept of migration and of private and social decision-making models for analyzing educational opportunities and related migration. Part 3 is a case study of Peruvian students. Main variables include age, sex, field of study, socioeconomic status, sponsorship, type of visa, time spent in the United States, and expected earnings.
