AbstractIN 1963, THE PEACE CORPS, WITH FINANCIAL SUPPORT FROM THE AGENCY FOR INTERNATIONAL DEVELOPMENT, AGREED TO HELP THE COLOMBIAN GOVERNMENT ESTABLISH A NATIONWIDE EDUCATIONAL TELEVISION SYSTEM DIRECTED PRIMARILY AT IMPROVING PUBLIC EDUCATION. THE TWO YEAR PROJECT, BEGUN IN 1964, HAD TWO MAJOR CONCERNS--TO PRODUCE TELEVISED COURSES AND TO CREATE A NETWORK OF SCHOOLS WITH TELEVISION IN WHICH BROADCASTED "CORE" MATERIAL CAN BE UTILIZED BY TEACHERS. NUMBER OF MINUTES BROADCAST PER WEEK DOUBLED BETWEEN EARLY 1964 AND THE END OF 1966, COURSES TAUGHT INCREASED FROM 10 TO 16, NUMBER OF TEACHERS INVOLVED ROSE FROM 1,000 TO 8,500, AND NUMBER OF STUDENTS ROSE FROM 38,000 TO 350,000, ABOUT ONE-FIFTH OF TOTAL ELEMENTARY SCHOOL ENROLLMENT. SUBJECTS TAUGHT INCLUDED MATHEMATICS, NATURAL AND SOCIAL SCIENCES, AND LANGUAGE ARTS. ESTIMATED COST OF DELIVERING ONE HOUR OF TELEVISION TO ONE PUPIL IN 1965 WAS FIVE U.S. CENTS. PARTICIPATION OF COLOMBIANS INCREASED DURING THE PROJECT AND WAS PARTICULARLY STRONG IN PRODUCTION, INSTALLATION, AND MAINTENANCE OF RECEIVING EQUIPMENT. COLOMBIAN ATTITUDES WERE MAINLY FAVORABLE, AND THE PROJECT AROUSED ENTHUSIASM AMONG THE MAJORITY OF TEACHERS AND ADMINISTRATORS. THE MAJOR PROBLEMS WERE IN PRODUCTION AND PROGRAMING, UTILIZATION IN CLASSROOMS (DUE TO INSUFFICIENT FACILITIES AND MOTIVATION), AND OCCASIONAL LACK OF COMMITMENT FROM AUTHORITIES. (OH)
