Abstract | THE HIRING AND TRAINING POLICIES OF VARIOUS MANPOWER PROGRAMS ARE REVIEWED. THE MANPOWER OBJECTIVES OF EMPLOYING NONPROFESSIONALS IN ANTI-POVERTY PROGRAMS POSE SPECIAL PROBLEMS NOT NORMALLY FACED BY EMPLOYERS. THE NEIGHBORHOOD CONCEPT, RESTRICTING EMPLOYMENT TO RESIDENTS OF THE LOCAL PROGRAM TARGET AREAS, IMPOSES GEOGRAPHIC LIMITATIONS ON THE POTENTIAL LABOR SUPPLY. THE INTENT TO EMPLOY THE POOR LIMITS HIRING TO A SOCIOECONOMIC GROUP, AND THE GOALS OF CREATING NEW ROLES OR OPENING TO THE UNSKILLED JOBS ALLIED WITH THE HELPING PROFESSIONS, IMPLIES HIRING ON THE BASIS OF POTENTIAL RATHER THAN DEMONSTRATED CAPABILITIES. TRADITIONAL HIRING AND TRAINING PRACTICES WILL NEED TO BE MODIFIED TO FULFILL THESE GOALS. NO ORGANIZED LABOR MARKET EXISTS FOR HIRING NONPROFESSIONALS, AND NEW SOURCES OF RECRUITMENT AND REFERRAL AS WELL AS NEW CHANNELS OF COMMUNICATION BETWEEN PROGRAMS AND POTENTIAL EMPLOYEES MAY NEED TO BE DEVELOPED. METHODS AND CRITERIA FOR SELECTING FROM APPLICANTS THOSE TO BE EMPLOYED, MAY REQUIRE ADAPTATION TO MEET SPECIFIC PROGRAM PURPOSES AND THE LARGER ANTIPOVERTY MANPOWER GOALS.
