Abstract | THIS REPORT PRESENTS THE FINDINGS OF A COMMITTEE APPOINTED BY THE BOARD OF EDUCATION OF SAN DIEGO TO INVESTIGATE THE DEGREE OF EQUALITY OF OPPORTUNITY IN THE SCHOOL SYSTEM. OPEN HEARINGS WERE HELD TO DETERMINE THE ETHNIC COMPOSITION OF THE SCHOOLS, EFFECT OF ETHNIC IMBALANCE, AND PERSONNEL POLICIES, PERSONNEL ATTITUDES, AND ADEQUACY OF SCHOOL PLANT. THE COMMITTEE WAS TO MAKE RECOMMENDATIONS FOR IMPROVEMENTS IN EDUCATIONAL POLICIES, METHODS, AND PROGRAMS. IT FOUND THAT MOST STUDENTS IN THE SCHOOL SYSTEM ATTEND AN IMBALANCED SCHOOL AND THAT THIS DETRIMENTAL IMBALANCE IS INCREASING. THE REPORT RECOMMENDS THAT (1) THE BOARD OF EDUCATION REDUCE EXISTING ETHNIC IMBALANCE BY PUPIL TRANSFER, SCHOOL PAIRING, EDUCATIONAL PARKS, AND REDISTRICTING, (2) ALL AVAILABLE NON-DISTRICT FUNDS BE SOUGHT TO PROMOTE DESEGREGATION, (3) MINORITY GROUP PERSONNEL BE SOUGHT FROM OTHER AREAS AND BE GIVEN ADEQUATE (4) MULTICULTURAL TEXTBOOKS AND OTHER MATERIALS BE USED TO ACCURATELY PORTRAY MINORITY GROUP CONTRIBUTIONS TO AMERICAN SOCIETY, (5) COUNSELING AND HEALTH SERVICES BE IMPROVED, (6) CLASS SIZES BE REDUCED IN MINORITY GROUP SCHOOLS, (7) STRICT ENFORCEMENT OF NONDISCRIMINATION BE OBSERVED IN WORK-EXPERIENCE AND APPRENTICESHIP PROGRAMS, AND (8) "BRIDGING" CLASSES BE ESTABLISHED TO PREPARE MORE MINORITY GROUP STUDENTS FOR ADMISSION TO ADVANCED COURSES.
