AbstractThe steadily increasing integration of higher education systems ... raises at least three important questions: First, how should the relationship between the institutions be organised? Second, who should direct the integration? And finally, what are the proper procedures to implement the integration? ... The article begins by outlining a conceptual point of departure for the analysis of the relationship between institutions within higher education systems so that we can understand the strategies that are used by institutions and public authorities to influence the relatioship in the desired way. Then the author discusses how recent attempts at integrating higher education systems may affect the relationship between the institutions along two dimensions: a) according to the degree of standardisation and hierarchisation, and b) according to the degree of specialisation and functional division of labour. Thirdly, the author situates the development in a wider context of knowledge where the relationship between different types of institutions is considered in relation to global trends in higher education: the extension of the concept of knowledge, the development of mass education and the universal proliferation of research-based knowledge. Finally, the author briefly discusses some topics that are relevant to the study of integration of higher education systems and considers some possible future developments. (DIPF/Orig.)
