Abstract | A systematic review of existing bibliography on decentralization and education reform both in Chile and abroad, is attempted in this paper, with a view ... to obtain an overview of the process of decentralization in Chile since 1980. The key hypothesis is that processes of decentralization and educational reform are still in the initial stage; they confront several problems for their implementation and are following parallel - not complementary - paths. The paper has three sections. The first one examines the theoretical elements bearing on the beneficial outcomes of decentralization in the political, administrative and economic spheres. In the second one educational decentralization is viewed in the wider context of State reform and decentralization that goes back to 1974. In the last section an evaluation is made of the main results of the process and tasks that are still pending. (DIPF/orig.) |
