Abstract | The author argues that outmoded conceptions of the human mind and intelligence underpin too much of recent educational policy making. He suggests that the problem is particularly acute in relation to primary and secondary schooling but that many of the assumptions spill over into attitudes towards higher and adult education, influencing policy making across the political spectrum. A very different approach to the curriculum from that adopted in recent years is required if schools are to contribute significantly to the development of articulate and confident young people.
