AbstractIn recent years, the decentralization of education in Latin America has become a major issue on governments' political agendas. lt is of keen current interest as it is part of the processes involving the reform of the State and its relationships with the civil society. Such changes, which began in a broader context of serious social, political, and economic crises, have affected the governance and administration of national education systems; hence, they have challenged the legitimacy and effectiveness of the educational role played by the State. New paradigms have emerged, empowering new social players and creating new ground rules. Increasingly, countries are moving to decentralize their education systems. This has triggered complex processes involving the widest range of objectives and motivations, which make it hard to predict and/or control such processes. The IIEP (International Institute for Educational Planning) has worked in conjunction with five national research teams to analyze and compare - using the same guidelines - the recent education decentralization experiences in Argentina (Silvia Novick de Senén González), Brazil (Alberto de Mello e Souza), Chile (Iván N. Prieto), Colombia (Alfredo S. Gomez), and Mexico (María E. Reyes). A group of experienced national and international experts met at a regional seminar in Rio de Janeiro to study and discuss the reports in order to draw from them the important lessons and conclusions. They also examined the prospects of education decentralization in Latin America, the challenges such prospects raise for educational planning, and the consequent research, training, exchange, and co-operation requirements.
