Abstract	The author of the UK Open University looks in particular at patterns of provision in the secondary sector across Europe. Taking an historical perspective, he shows that education has always encouraged the crossing of political or cultural boundaries. Yet, despite their common roots, the various systems of national education now display considerable differences with regard to provision across the ability range, final qualifications, teaching styles and patterns of control. The author also addresses the question of the democratization of education in Europe, noting how the diversity of European secondary and higher education began with the spread of universal education. Attending school in another country has its own difficulties. At a very practical level, bringing structures and contents closer together would at the very least remove a barrier to mobility of workers with families within Europe and contribute towards comparability of qualifications. A little more flexibility on the part of school bureaucracies might also help since, as the author shows, European curricula share the same philosophical background and there is broad consensus on the major strands.
