Abstract | This article investigates how structural adjustment policies are being implemented in Costa Rica's education setting. Why and how did the Costa Rican government take the decisions it did towards education during the period of structural adjustment (1983-1991)? ... What is the rational underlying education policies designed to match the goals of structural adjustment loans? What strategies for adoption and implementation of change are being devised, and what are the implications and repercussions of these policies regarding key actors and education services? In exploring these policy questions, issues of equity, equality, education expansion and quality of education will be addressed. (DIPF/orig.). |
