Abstract | "Scenario development is analysed in this article in detail and its potential value for the vocational education and training (VET) sector in Central and Eastern Europe (CEE) in greater detail. The article is divided into the following sections: Why scenarios as tools for planning and decision-making? What is a scenario? Development of and experiences with scenarios; Pre-conditions, requirements, advantages and drawbacks for scenario development; Scenarios for the educational sector; VET in the EU in 2015: a CEDEFOP project; Traditional VET policy-making tools in CEE; Potential benefits and side-effects of VET scenarios in CEE; The Estonian experience. The conclusion is, "that both traditional and new alternative methods for analysis and planning in VET are needed and should be used in parallel". (DIPF/orig./St.) |
