Abstract"Educational planning (EP) as a field of practice with a body of literature has been a central component of comparative and international education for over 3 decades. A large portion of EP literature is comparative education literature. Conversely, a major share of comparative education literature is either directly about or closely related to EP. ... Moreover, the experience of EP ... has contributed importantly to the ongoing theoretical debate in comparative education". The author intends to give "a synopsis of the broad view of EP". He starts with definitions of EP and describes the history of EP in socialist, capitalist and developing nations. The next section analyses different approaches to EP: 1) technical vs. political planning; 2)"top-down" vs. "bottom-up" planning, i.e. "the degree to which lower-level actors are incorporated into the problem formulation and policy development process of planners / policy makers"; 3) the economic model or theory underlying EP and 4) whether planning is made for major change or for system maintenance. The next section asks "what has been learned from several decades of planned educational reform". Then some reforms "that have proven successful" are described (cases from Chile, the Philippines and Colombia). The last section sonsiders "the implications of some recent developments in the nature of the state that ... challenge traditional conceptions of the theory and practice of EP".
