Abstract | The 11 articles of this special issue present the following themes: 1) S. A. Hoenack gives an assessment of the State of the Art concerning the subject and 2) G. Psacharopoulos an overview of the research agenda. 3) J. R. Behrman reviews the methodology in measuring the effectiveness of schooling policies in developing countries. 4) D. R. Winkler and T. Rounds analyse the response of municipal and private sectors to decentralised school choice. 5) E. Jimenez and V. Paqueo try to answer the question "Do local contributions affect the efficiency of public primary schools?", using the Philippines as an example. 6) N. Birdsall looks at public spending on higher education in developing countries and asks whether it is too much or too little and 7) G. Psacharopoulos makes a comment about this article.
