Abstract | "Since 1994, the Austrian university system has been going through a phase of global transition ... . Its distinctive feature is the transition from a state-administered to a state-supervised system, which has led to a greater autonomy and the creation of a private Fachhochschule sector. Restrictive admission policies are applied at the Fachhochschulen and the universities of the arts, since applicants must sit for admission examinations, whereas universities have a policy of open access. The only requirement to enrol in universities is success in the higher secondary school examination (Reifeprüfung) or in university qualification examinations for specific degree courses. " The article compares the modalities of access between universities and Fachhochschulen. "The predominantly descriptive sections on quantitative development and paths to higher education are followed by a discussion on the consequences of the current modalities of competition in the Austrian university system. Here, special attention is given to the consequences of limited access to universities, such as mass education and its pedagogical consequences, the counselling relationship between teachers and students, the drop-out rate and the length of studies.
