| Abstract | ... The effect of the inadequate communist educational system notwithstanding, it was also the traditional capital in the nation that made the political and economic reforms after 1989 possible and successful. What ensues is the clear importance of investing in education to secure an immediate response to the needs of practical life and the market and to meet the requirements of a long-range vision of development. Not all political decisions of the recent five years, including annual budgets for education and research, seem to be in line with such an understanding of reality. Although there may be legislative, psychological and administrative obstacles hampering the transformation of Czech higher education, it is the shortage of financial resources that matters most as it makes it close to impossible to attract new...high-quality staff at universities. The creation of a few graduate centers of excellence with better research and information equipment and better salaries seem to be an indispensable condition of success of the transformation process in the country.
