Abstract | Three closely related events have contributed to the recent shaping of the Norwegian higher education system: the integration of all higher education institutions into a unified management-by-objectives style of nationwide government system, new national legislation comprising all university-level institutions and a government programme to improve the efficiency and quality of higher education. In this article we will analyse this process of change from the perspective of postgraduate edcuation... We believe that an adequate understanding of postgraduate education hinges upon knowledge of at least three sets of factors: firstly, the functional position of postgraduate education within the higher educational system; secondly the organisation of postgraduate education itself and the underlying ideas about teaching, research and how they are linked, as reflected in the organisational arrangements; and thirdly, the courses of action chosen in order to realise specific aims by the actors involved in the shaping of higher education. After a brief sketch of some relevant curricular characteristics of the Norwegian higher education system, postgraduate education and the current reform activity, we will analyse postgraduate education reforms in the social sciences and the humanities, at both national and institutional level, based on data from a study of all staff in the relevant fields at one Norwegian university.
