Abstract | Evaluating teacher effectiveness is not new in the United States. Stakeholders both in and outside education, ranging from the federal government to local school districts, have been exploring ways to increase teacher quality and quantify teacher effectiveness for years. The current trend, however, has increasingly included value-added data (estimated contributions to student test scores made by educators) in pursuit of these endeavors. Value-added models for teacher evaluation are a reality in Indiana. Public Law 90 and Indiana Code 20-28-11.5 require that a significant portion (interpreted to mean no less than 25 percent) of a music teacher's effectiveness rating be determined by the performance of his or her students on both teacher-generated and standardized assessment tasks.
