Abstract | The "IDRA Newsletter" serves as a vehicle for communication with educators, school board members, decision-makers, parents, and the general public concerning the educational needs of all children across the United States. The focus of this issue is "School Holding Power." Contents include: (1) Texas Higher Education Law Aims to Improve Outcomes for Students in Developmental Education (Bricio Vasquez); (2) Three Guiding Principles for Removing College Readiness Barriers in School Policies and Practices (Nilka Avilés and Hector Bojorquez); (3) Texas Public School Attrition Study Highlights, 2018-19 -- Attrition Rate Down to 21%, But Texas High Schools Lost Over 88,000 Students Last Year (Roy L.
