Abstract | A request was made to prepare a bulletin setting forth as clearly as possible the duties and responsibilities of school boards of small cities and towns, their methods of work, and such other matters as would be helpful to such boards in the successful performance of their important duties. In response to this request, the study presented in this bulletin is based upon about 1,300 replies received to a questionnaire submitted to superintendents in cities having a population of from 2,500 to 30,000, and upon material collected through visits to a number of schools in these cities. The aim of the study is to present the facts and interpret them in the light of modern thought on the problems of school administration, with special reference to the needs of school-board members. In school enrollment and school expenditure, the smaller cities present rather significant conditions, and these are considered of such importance as to receive a treatment apart from those in the larger cities. Topics covered in this bulletin include: (1) The school board; (2) Officers of the school board; (3) Finance; (4) The superintendent; (5) Principals; (6) Special supervisors; (7) Health inspector and school nurse; and (8) Other employees and officers. Appended to this document are: (1) School building code of New Jersey; and (2) Statistical tables. An index is included. (Contains 13 tables and 31 footnotes.)
