Abstract	This paper presents results from the 2000 Citywide Reading Tests (CTB-R) for New York City public school students grades 3, 5, 6, and 7, comparing results with 1999 test results. Overall, more students met the new, rigorous standards for English and language arts (ELA) in 2000. When combined with data for the grade 4 State ELA, the percentage of students in grades 3-7 scoring above ELA standards increased by 5.9 points. The percentage of students scoring in level 1 (not proficient) on the CTB-R decreased by 6.2 points. The percentage of students scoring in levels 3 and 4 increased in every community school district and the Chancellor's district. The percentage of students scoring in level 1 decreased in every community school district. The Chancellor's district showed the largest decrease. A first time, longitudinal analysis of scores of the same students tested in 1999 and 2000 showed large increases in all grades. Students held over in grade made extremely large gains (between 20 and 35 mean scale scores). Students in Schools Under Registration Review showed large increases in CTB-R and state ELA scores combined. Scores improved for English language learners (ELLs) and former ELLs now in mainstream classes. (SM)
