AbstractThe report presents findings and recommendations from a 1996 statewide study of the adult education needs of limited-English-proficient (LEP) adults in California, designed to help in planning and policy initiatives. The study explores three broad areas of concern: patterns of need (the extent of services needed by the LEP population, by county and linguistic background); learning needs and objectives (skill development needs, methods for assessing them, and strategies for assessing service outcomes); and systems responsiveness (the adequacy of current state response). Data were gathered from existing sources and field research in three representative communities in diverse geographic areas. The report outlines 22 specific action recommendations in four areas of effort: improved resource mobilization and rational resource allocation; realignment of program mission and guidelines to increase responsiveness and accountability; continued efforts in staff and organizational development; and applied research, planning, and collaborative service delivery initiatives.
