AbstractThis public policy agenda lists the most pressing priorities for Puerto Ricans in the 1990s. The following education goals are outlined: (1) expand dropout prevention programs; (2) improve vocational and technical education; and (3) improve monitoring of the educational performance of Puerto Ricans. The following Acquired Immune Deficiency Syndrome (AIDS) and substance abuse goals are outlined: (1) raise public awareness; (2) support increased funding; and (3) develop treatment programs for drug users. The following community economic development (CED) goals are outlined: (1) advocate new training and incentive programs; (2) expand the supply of affordable housing; (3) encourage financial investment; and (4) promote partnerships between the public and private sectors, nonprofit intermediaries, and community-based organizations. The following employment, job training, and welfare goals are outlined: (1) retain tax credits and benefits; (2) lengthen and improve job training under the Job Training Partnership Act (JTPA); (3) increase workplace literacy programs; and (4) implement the 1988 Family Support Act. The following civil rights goals are outlined: (1) support legislation to prevent discrimination; (2) oppose laws to establish English as the official language; (3) insist on accurate reporting of Puerto Ricans in census reports; and (4) ensure that redistricting empowers the Puerto Rican community. The following goals for Puerto Rico are outlined: (1) retain federal tax incentives; (2) support full parity in all social welfare programs; and (3) support self-determination. (FMW)
