AbstractA colloquium on educational reform held in New York brought together leading educators, union representatives, business leaders, and public officials to discuss one of the greatest challenges to the state and the nation: improving America's public schools. As a follow-up to the discussion, this report documents the most pressing reform issues. The need for reform is discussed in the first section in terms of creating a school environment that is an effective workplace. First, barriers to effective school workplaces are discussed; these exist in the form of lack of respect and status for the teacher "worker"; questions of teacher empowerment and administrator fears; teacher isolation; and poor quality of school structure and organization. The second section deals with four problems with the reform agenda: confusing reform terminology; teacher pressures; lack of workable measures of accountability; and the failure of the Comprehensive School Improvement Program. Agreeing on the goals of reform is the focus of the third section, while agreeing on the means for effective reform is taken up in section 4; such means include increasing discussion between labor and management; adoption of new models; industry cooperation; and accountability measures that work. The last section offers proposals for further consideration in the following areas: (1) participatory decision-making; (2) regulation and accountability; (3) research and development; (4) collective bargaining; and (5) administrator/teacher preparation. Six case studies and a list of colloquium participants are appended. (SI)
