AbstractThere has been concern for the amount of foreign sponsorship and support that is received by federal research and development (R&D) laboratories. This report summarizes a 1986 survey of federal R&D laboratories. The report discusses the extent of United States and foreign participation in R&D in the United States, federal policies regarding foreign access to R&D, reciprocity of information exchange, and implications for U.S. policy. Researchers reported that the primary mechanism for participation is through programs that bring researchers into the laboratories from outside organizations, that U.S. researchers have not had trouble gaining access to foreign laboratories, and that scientific exchange between U.S. and foreign scientists has occurred readily. This document contains 13 tables of information from the survey and the appendices include a list of the laboratories that participated in the survey, a copy of the survey instrument and a list of major contributors to the report.
