Abstract | This document summarizes the activities conducted under the National Institute of Education (NIE) planning grant for the new Center on Student Testing, Evaluation, and Standards and the conceptualizations that emerged from these activities. Chapter 1 presents a summary of the planning activities actually conducted under the award, including particular problems and successes and a list of participants and their affiliations. Chapter 2 provides a technical report on the Research and Development mission for a Center on Student Testing, Evaluation and Standards, including a brief review of the literature, analysis of problems in practice, guiding themes for the research agenda and effective strategies for conducting the research. Chapter 3 is a futures paper which summarizes in nontechnical language the proposed Center's mission, long rangs plans, and objectives. A four-page list of references concludes the document.
