AbstractSome lessons from Youthwork, Inc.'s experience are important to public policy makers trying to decide what part the federal government should play in supporting and providing leadership for job education, training, and employability programs development. In setting federal priorities, Youthwork recommends greatest emphasis on supporting vocational education, employment, and training programs to enhance employability rather than on interests of the economy. A separate focus on youth should be retained because of their special needs and access to different instructional resources. A strong emphasis on close articulation between employment and training activities and education is also advocated. Out of school youth should be served by creating access to existing job preparation activities in postsecondary and proprietary schools and creating new training programs. In-school youth should continue to be served by the Youth Employment and Training Program and federally supported vocational education. While private sector involvement in job creation for youth is feasible, the government should also provide training opportunities. Private sector involvement should also be expanded to other areas. Increased state and local government policy-making authority would permit greater responsiveness to local needs. The federal government should assume a clearinghouse function and offer technical assistance. (YLB)
