| Abstract | The experience of the North Texas State University journalism department in undertaking a process for planning and budgeting is described. General observations on university planning and budgeting are followed by the considerations that are relevant in planning for journalism education. University and department level planning for the 1980-84 period was completed in the summer of 1979. The Program Classification Structure of the National Center for Higher Education Management Systems was adapted to provide the university program structure, and each department devised its own outline of departmental programs in relation to the university structure. Instruction, research, and public service output goals of the university and four support programs were considered. The development of the journalism plan involved the following steps: developing goals for the department; developing planning assumptions for the department; identifying and organizing the department's programs and functions; developing a statement of strategies for goal attainment and identifying the resources required and the priorities assigned to the strategies; and developing evaluation techniques which include outcome measures. A sample of the instruction goals and examples of the use of goal statements, strategies, resources, priorities, and outcome measures are presented. (SW) |
