AbstractThe document, half of which consists of appendixes, presents a report to the Utah State legislature by the Social Services Interim Committee regarding child abuse and neglect. The problems that Utah faces with child abuse and neglect are summarized, and the appropriate steps currently being taken are outlined. National progress and trends in dealing with this problem are noted, and some possible alternatives for the state of Utah are suggested. Child abuse and neglect are defined, and their causes examined. Dealing with the problem is discussed in terms of prevention; reaction (detection and reporting); treatment; and the concept of a central registry (a central gathering place for reports of child abuse/neglect). Alternatives considered for Utah in dealing with child abuse/neglect include increased intervention work staff, a central registry, a crisis nursery, and a "sharing parents" program (in which model couples work with troubled families). The committee's specific recommendations for the state of Utah are outlined. Appendixes include a glossary; the requirements of P.L. 93-247 (which provides federal financial assistance for the prevention, identification, and treatment of child abuse); Utah statutes and legislation; and materials presented to the Social Services Interim Committee.
