AbstractAfter outlining the purposes and approaches of the eight titles contained within the Comprehensive Employment and Training Act (CETA), and reviewing local, state, and federal roles in implementing CETA programs, this paper presents the results of a survey of selected California Prime Sponsors and community colleges with CETA programs. The study focused on: the composition and functions of the advisory board; administrative provisions for coordinating programs; Sponsor contracts; liaison with employment development departments; and the programs themselves. The study revealed many different ways to establish and operate a CETA program and provide for local, interagency involvement, but stressed the importance of close communication between the management staff of all agencies so that CETA regulations and the potential for conflict with college policies can be fully understood. There were numerous training programs which segregated CETA employees/students from non-CETA participants, though the study revealed that such segregation did not serve the legislative intent as effectively. A final conclusion of the study stressed the need for legislative action in order for community colleges to participate fully in CETA training efforts and expand their service to youth who are out of school, but under 18.
