| Abstract | The paper considers the problems of special education for India. Sections cover the incidence and types of crippling conditions, special education in the context of India's general educational system, medical services and their bearing on the problem of exceptional children, and an overview of trends in the provision of special education in developing countries. Guidelines are offered for future action in the following areas: restructuring the set-up of governmental machinery; areas of collaboration between voluntary agencies, local authorities and the government; the evolving role of medical personnel, social workers, paraprofessional staff, and other agencies; reaching out to the masses; research for improved services; and modern technology in education of exceptional children.
