| Abstract | The primary goal of this study was to develop a handbook containing guidelines needed to pass a bond issue for the construction of new facilities at Cleveland County Technical Institute (North Carolina). Following a literature search, ten presidents of community colleges or technical institutes were interviewed, and the resulting handbook was evaluated by four presidents and an educational consultant. The handbook, which is appended, presents preplanning and coordination details of a bond campaign, the use of surveys, legal issues, calendars of events and of steps for bond authorization, campaign timetables, financial statements required, and the development of all necessary planning committees. Application forms required by the state of North Carolina are also exhibited. The interview questionnaire and summaries of each presidential interview are also appended. (RT) |
