Abstract | Because there is a growing interest in improving the efficiency, effectiveness, and relevance of health personnel education, the World Health Organization formed a Study Group to discuss the uses of learner-oriented objectives, to examine the bases for identifying and selecting educational objectives, and to devise guidelines for evaluating such objectives. An educational objective was defined as a statement describing the expected results of learning experiences as they manifest themselves in the performance or behavior of the learner. Three levels of objectives were identified: institutional objectives--competencies which the student should have at the end of the educational program, intermediate objectives--which should be learned after a certain stage of the program, and specific learning objectives--which are applied at the end of a particular unit of teaching. The process of generating and evaluating objectives was discussed. Guidelines were then proposed to help administrators and teachers evaluate objectives. Most of the 37 items may be applied to all levels of the objectives generated for use in a health personnel education program. The appendix includes further definition of educational objectives, the purposes of explicitly stating objectives, some sources of objectives in the health professions, and guidelines for the statement of objectives.
