Abstract | In common industrial policy, the elements of a compensation plan are selected with two conflicting principles in mind: to be generous enough to attract and keep workers who will give good service making a product that will sell, and to do this economically enough so the price customers will pay includes a good profit for those who provide the capital. Complex as the industrial compensation patterns are, they are matched and may be surpassed in complexity by those of the comprehensive university. The difficulty in resolving compensation questions arises from a failure (of the "funding agencies" or the institution) to agree on the model of employment being used to govern the circumstances.
