AbstractDescribed is a project to develop child-based measurement scales for assessing the achievement of handicapped children (birth to 8 years old) served by the Handicapped Children's Early Education Program (HCEEP) projects. In the first section, steps involved in the development of the Children's Early Education Developmental Inventory (CEEDI) are discussed which include identification of domains to be measured (such as communication and cognition); development of item pool; selection of milestones (such as locomotion, exploration, and expression of feelings); development of items (with alternate items for various severe handicapping conditions); development of the administration manual and test kit; and development of scoring rationale. In a section on the psychometric properties of the CEEDI, tables on the quantitative assessments of the validity and reliability of each scale are provided. The next three sections address the tasks of verifying handicapping conditions of the 160 children selected from 32 HCEEP projects to be assessed with the CEEDI; follow-up of 95 HCEEP "graduates"; and determination of parental involvement and satisfaction with HCEEP programs. In a summary of overall impact analyses, it is concluded that there is a positive HCEEP program impact in the personal-social, adaptive, cognitive, and communication domains; and that in the motor domain, results are too mixed to state a positive program impact.
