Abstract	Numerous changes, additions, and refinements have been made in Federal student aid programs. Specifically, since 1965, nine separate laws have been enacted involving significant changes in the Guaranteed Student Loan (GSL) program. These numerous and continuous changes to the program contribute to confusion, complexity, and misunderstanding by students, schools, and lenders, and affect the administration of the program itself. Proper management of the program could be more readily achieved if stability and continuity in the legislation were introduced. (Author)
