AbstractA bill to provide opportunities for employment to unemployed and underemployed persons, to assist States and local communities in providing needed public services, and for other purposes is presented. The Act is cited as the Full Employment Act of 1972, under the authority of the Secretary of Labor, and includes such states as the District of Columbia, the Virgin Islands, the Commonwealth of Puerto Rico, Guam, American Samoa, and the Trust Territory of the Pacific Islands. A major portion of the bill deals with the financial assistance to provide for a public service employment program designed to provide employment, training and manpower services which are otherwise unavailable. Applicants for financial assistance for this program are required to supply descriptions of the following: areas designated to carry out such activities or services; areas to be served; methods to be used; unmet public service needs; jobs to be filled; wages to be paid; education, training and supportive services needed; planning for and training of supervisory personnel; career opportunities and job advancement potentials; arrangements for community action agencies; participation of the community; and other assurances, arrangements, and conditions necessary to comply with the regulation prescribed. Other areas covered are authorization, allocation of funds, eligible applicants and participants, limitations and conditions; cooperation of other agencies, and interstate agreements. (LS)
