Abstract | International branch campuses (IBCs) operate in national and international policy environments that are still rapidly evolving. While IBCs have been operating for several decades, most of that time they have operated below the domestic regulatory radar of either the exporting (home) or importing (host) governments. As the number of such institutions has increased, both home and host governments are beginning to pay more attention to the development of such institutions. Policies for importing and exporting international branch campuses are increasingly being formalized, with a number of countries explicitly encouraging educational trade as an economic development goal. The purpose of this paper is to provide a very brief overview of the emerging policy arenas in which IBCs now operate. The review is meant as an introduction for those unfamiliar with forces driving the development of IBCs, including the desire of some governments to create educational hubs. (Contains 1 note.)
