AbstractIn England, there is an assumption of "fees" by the government within the further education (FE) system and it ended up in a system in which co-investment contributions from individuals are half what they should be while those from employers are not measured, not cash and not substantial. In this regard, the author examines the many problems of this current system and establishes few recommendations regarding the fees system. Few of these problems are the lack of a system of learning accounts for colleges or training providers to access so that they will be able to set the price they want to charge a learner or employer; the need to expand the Professional and Career Development Loan system; and the lack of information on both the level of public subsidy and the simple cash level of any private co-investment contribution individuals or employers. The author believes that reforming the fees system in FE requires not only a change of mind but also a shift in culture, with everyone in the sector thinking differently and seriously about co-investment. He stresses that there is a need for an approach which will ensure that quality FE provision receives the total level of investment, from all parties, that it deserves. (ERIC).
