AbstractThe No Child Left Behind Act requires the states to test their students every year to determine how many of them have achieved proficiency in, among other areas, math, science, and reading. The law also requires that the states participate yearly in the National Assessment of Educational Progress (NAEP), which calls itself "the Nation's Report Card." It is administered under the auspices of the National Center for Education Statistics. Unlike assessment tests administered by the states, the NAEP does not provide information on individual students. Rather, it tests a sampling of fourth- and eighth-graders in public and nonpublic schools to determine what they know and can do in the areas of reading, math, science, writing, U.S. history, civics, geography, and art. In this document, the author discusses the discrepancies between state and national reports. The author expresses his interest in the long-term consequences of what students do or do not know. The author realizes that education is the feeder system for people who will spend their lives in science, technology, and math. Among other things, the author features an editorial called "Psst! Human Capital" which discusses the underlying components of human capital. (ERIC).
