AbstractPresident Eisenhower, in his commencement address at Baylor University, called upon American universities, supported by private foundations, to devote themselves to the development of educational facilities abroad in areas where such facilities are inadequate or are entirely lacking. At the same time he pointed out the need for the development of knowledge and understanding of other peoples by our own people. His appeal was directed primarily toward education beyond the secondary school and emphasized action by nongovernmental agencies. To stimulate interest among educational institutions, private foundations and other groups, a survey of programs that are already in progress will undoubtedly be of value. This is the purpose of this report. The survey will restrict itself to programs concerned with higher education. More specifically, it will emphasize those programs that lead to the establishment of new centers of learning or the development of existing ones. The survey is presented in three parts: Part I, nongovernmental programs; Part II, United States Government programs; and Part III, participating colleges and universities. The material for Part I was selected from the annual reports, documents, and correspondence of nongovernmental institutions and organizations. Part II presents a broad perspective of United States Government programs, including many that cannot be catalogued on an institutional basis. Part III presents a detailed listing of all institutions, American and foreign, that are participating in programs discussed in this survey, including brief descriptions of specific projects.
