Abstract | Estonia restored its independence in 1991. The creation of legislation and reorganisation of the educational system was one of the first tasks of the restored Republic of Estonia. The development of the national curriculum for basic and upper secondary schools that provided a framework substituting the previous study modules, and the creation of the national standards and system of external assessment, began during the first years of independence. In 1997, implementation of the national curriculum began, in the same year, the National Examinations and Qualifications centre was established and the first national examinations were administered. This paper discusses the objectives, organization, and use of results of the national testing of pupils in Estonia. This paper contains the following parts: (1) General Overview of Pupil Assessment; (2) Historical Background to National Testing and its Political Framework; (3) Aims and Organizations of National Testing; and (4) Impact of National Testing.
