Abstract | Community college efforts to increase completion rates typically involve small programs or pilots that serve relatively few students and often rely on temporary outside funding. However, small-scale innovations, such as learning communities, supplemental instruction, and mentoring programs--particularly if implemented in isolation from larger organizational reforms--will not be sufficient to improve rates of student completion on a large scale. To achieve substantial gains in productivity, community colleges will have to make more fundamental, systemic changes in the way they operate. This Brief summarizes a longer review of the research on organizational improvement and offers guidance on steps community college leaders can take to engage faculty and staff in redesigning their institutions to increase student completion while preserving their "open door" mission.
