Abstract	This paper analyzes the politics of a fund established to support the development of urban children and youth outside of traditional classrooms. It examines the fund's effectiveness in establishing after school programs that provide safety, opportunities to connect with adults, and engagement with communities and evaluates implications for urban education. Information comes from the evaluation of year 2 of this 10-year effort through observations, focus groups, interviews with program directors and staff, meetings with administrators and various officials, document review, budget analysis, and small group meetings with similar types of grantees. Youth evaluators conducted observations and focus groups with year 1 program participants. Overall, it was easier to create safe programs, provide opportunities for connecting with caring adults, and empower youth to become involved in communities than it was to create a governance structure for youth development that could function within municipal government. The legislation established a secure source of funding for a long period of time and authorized youth to participate on an equal basis with adults but did not establish a governance structure. The outcome of the second year was that thousands of children and youth benefited from a wide variety of programs despite the politics. (Contains 13 references.) (SM)
